I have 36 years of electric utility experience, including 15 years as a senior level leader in a Fortune 200 Company. Much of my experience has been in the utility distribution area where I provided expertise, depositions, and trial support in several public contact litigations. Additionally, I provided testimony, discovery responses, and was a witness in public service commission hearings in West Virginia, Virginia, and Tennessee.

I have provided depositions and supported the Company in jury trials, along with mediation, and settlement discussions in a number of public contact, wrongful death, and employee termination cases during my 36 years of experience.

Jurisdictional Regulatory Witness

I was a witness in many regulatory cases in West Virginia, Virginia, and Tennessee mainly during the last 15 years of my career.  I developed direct testimony, rebuttal testimony, responded to discovery questions, and was a witness during the hearings before the public service commissions in each jurisdiction.

Utility & Contractor Consultation

I have vast experience in all areas of utility distribution processes and procedures including safety performance, line mechanic training, engineering planning, field engineering design, project management, field operations, vegetation management, service restoration, Incident Command Structure, contracts, fleet procurement and operations, tool and equipment specifications and procurement, supply chain operations, graphics and design, and work order closing and billing.

    Vice President – Strategy and Sustainability

    Davis H. Elliot Company, Inc.

    • Support and develop the strategic plan annually for the organization to achieve our 5 year goals.

    • Provide guidance and support to the Davis Elliot Business Units to develop their Strategic Tactical Excellence Plans(STEP) in order for these Business Units to achieve their annual goals.

    • Provide guidance for business growth opportunities in new service areas and expansion of existing services. These include engineering services, broadband, 5G, utility scale solar, battery storage, AMI, cybersecurity and other opportunities in the utility space.

  • 2005-2020

    Vice President of Distribution Operations

    Appalachian Power Company

    • Responsible for overall operations of 50,000 miles of distribution system serving ~1 million customers in West Virginia, Virginia, and Tennessee.

    • Supported safety, health, and daily operations for 950 distribution employees and ~1000 contract employees.

    • Responsible for engineering, operations, project management, dispatching, and cost control for all work within the Company.

    • Regularly participated in litigation associated with public contact events, and participated in numerous depositions and trials.

    • Provided testimony and served as a witness in jurisdictional public commission cases and hearings in West Virginia, Virginia, and Tennessee.

  • 2000-2005

    Region Support Manager

    American Electric Power Company

    • Responsible for Engineering Services including engineering field design, meter operations, contractor oversight for construction and vegetation management, supply chain, fleet procurement, the Distribution Dispatch Center, and budget operations.

    • Involved in a number of public contact litigations and provided support for responses to discovery and depositions.

    • Reported to the Region Vice President and provided regular guidance and advice for decisions concerning safety, health, and overall performance of the Region based on my experience and expertise.

  • 1996-2000

    Region Operations Manager

    Appalachian Power Company

    • Responsible for overall operations of the southern region of West Virginia, including contractor oversight of construction and vegetation management resources, the meter operations organization, procurement of all distribution vehicles, and the development and implementation of a centralized

       

    • Distribution Dispatch Center.

    • Served as the lead on all public contact investigations, and worked closely with outside counsel to provide expertise and guidance on litigation and witness preparation.

    • Reported directly to the Region Manager and substituted for him during any absences.

  • 1992-1995

    Distribution Line Superintendent

    Appalachian Power Company

    • Responsible for line construction, operations, and maintenance for the distribution system in southern West Virginia and southwestern Virginia, serving a total of ~90,000 customers.

    • Responsible for distribution line employees, line construction contractors, and vegetation management contractors.

    • Led service restoration activities during weather events.

    • Responsible for the health and safety of all employees under my direction.

    • Investigated all electrical events involving customers that included injuries or fatalities. In collaboration with the Engineering Supervisor, I developed reports and provided depositions and testimony in those cases.

  • 1992-1995

    Engineering Supervisor

    Appalachian Power Company

    • Responsible for long range plans for improvements to the distribution system in southern West Virginia, which serves ~90,000 customers.

    • Projects included construction of new substations, new distribution line construction, circuit reconfigurations, service reliability improvements, right of way easement acquisitions, surveying, and field engineering.

    • Provided electrical engineering expertise in public contract investigations. Developed reports to outline the event, line design specifications, and national code interpretations. Attended litigation depositions and responded to interrogatories and discovery in these cases.

  • 1988-1992

    Area Supervisor

    Appalachian Power Company

    • Responsible for the construction, operations, and maintenance of transmission and distributions in an area of West Virginia that serves ~15,000 customers.

    • Directly supervised distribution line employees and supply chain employees, and was indirectly responsibility for customer facing office employees and meter readers.

    • Represented the Company in a number of area civic organizations.

  • 1984-1988

    Electrical Engineer

    Appalachian Power Company

    • Entry level electrical engineer with general responsibilities for distribution circuit analysis for load flows, device coordination, customer complaints and investigations, circuit mapping, engineering field designs, and customer outreach at schools and civic organizations.

    • Later entrusted with providing engineering support to the operations organization and providing guidance for circuit reconfigurations for outages and construction projects.

    • Substituted for area supervisors during their absences.

  • 1980-1984

    Electrical Engineer

    US Department of Labor – Mine Safety & Health Administration

    • Worked as an engineer in the Approvals and Certifications branch office, where underground mining equipment was certified for use, mainly for the coal industry.

    • Involved in coal mine injury and fatality investigations across the United States.
